Theoretically, the processing time of the regular service is about 4 working days and express means about 3 working days. However, the time generally takes longer in practice. So it is more recommended to choose express service if you are in a hurry.

The requirements for a student visa include the enrollment notice of the university, your passport, application form and residence permit in Germany as you will apply there. They may ask for more requirements during the process. Also, apply through the closest China Visa Application Centers to you instead of China embassy.
